Why are these BBC executives not being put before a court for corruption.?

In the times today its disclosed a BBC executive has been "awarded" a quarter of a million pound redundancy money EIGHT MONTHS BEFORE HER RETIREMENT, why is the person not named and shamed who awarded this and why should they not be facing a prison sentence for corruption.
