Why did i recieve a $150 "Signal Pass Red Lite" From Washington DC?

I was driving in DC in late November of this year. Dec.1 I received a ticket from Washington DC Metropolitan Police Depart. saying i owe $150 for a Signal Pass Red Lite.

I was accidentally in a Left turn lane when I needed to go Straight, so i quickly switched into the next lane which had a green lite to go straight. In the camera photos, its hows the Left lane that i was accidentally in had a red light.

Is this the reason why I got a ticket-- Because i Was in the Left lane which was red and switched over (at 12mph) to the Green straight lane? Why is this ticket So DAMN HIGH!!? I live in Baltimore, MD so i am not familiar with Washington DC traffic fines. Anyway to beat this, or at least bring the fine down? If I dont pay it by Dec 31 my fine will go up to $300!!!!! I barely have enough money to pay $150.

Was this a work zone or something--- New York Ave W/B at 4th St NW?
