Why do all my internet browsers not let me download anything off

www.microsoft.com!?!? i have 3 internet browsers, IE, google chrome and firefox. and i can get on the website on all of them but as soon as i click the download button on IE i get a message saying... Page cannot be displayed
on google chrome i get... this link appears broken
and on firefox i get... failed to connect!

additional info:
i am using windows xp
and my virus software is norton antivirus

Is there a setting i need to change or something?

Are you doing this at work? Your network administrator may have recently enabled some sort of content filter that prevents you from downloading software.
