Why do cats get hit by cars all the time and why do dogs bark at other dogs?

This week, I remember seeing 3 dead cats on the road. Why do cats get hit by cars all the time? and I just noticed why do my neighbors' dogs bark loudly when they see a dog being walked by the owner? It's like the dogs wanted to fight the dog being walked by the owner? Why is this so?
