why do garbage trucks leak? Do people throw liquids in the garbage?

I was watching the garbage truck in front of my house last week, and when the garbageman ran the truck through it's cycle, there was liquid squirting and leaking all over the place. Afterwards i went to the street and checked it out, and it smelled awful. What was it?
 
People put all kinds of thing in the garbage. Most in garbage bag to get them out to the curb such as table scraps. All this gets torn up in the truck and spills out. Some of it comes from restaurants that ain't even in bags. In the summer time flies swarm the garbage and the trucks get full of maggots and have to be hosed down at the end of the day. Pretty disgusting, huh.
