Why do I have a flashing red bar at the top of my iPhone 4?

It's the Skype bar to tell me Skype is running, but Skype isn't running. I killed the process. The bar remains. I'm confused. If it matters, the phone is jailbroken.
 
holding down the sleep button an home button for a few seconds until the screen flashes white once ahould fix that problem. It will reboot
