Why do my fish behave this way after a water change?

After I do a water change (20-25%% every other week, or every week and a half) the fish tend to hang out around the top of the tank. I have cichlids, and they typically hang around the bottom/middle.

Why do they do this? Does it have anything to do with oxygen levels in the water?

Is this behavior due to something wrong?

Also, my frontosa has been hanging out at the top today (even prior to the water change). I'm not sure why. Is that a warning sign?
the temp of the water is as close to the tank temp as I can get it, not too cold or too hot. Yes, I use tap water conditioner.

could be the change in temp is causing them some distress and they find the top more comfortable until the temperature equalizes. Or could be chlorine in the new water is affecting them - do you use de-chlorinator?
