Why do people INSIST on putting nice rims on their beater cars?

I just don't get it, I just got back from the store and when I pulled in a guy was walkin out and he was like damn, nice chrome, like mine? I was like yea too bad they are worth more than the car...Seriously they were tho, they were prolly 20's or 22's and the car was a buick regal with more rust than paint. I do not get it...can ya explain this to me...
 
Some people probably think that if they cannot afford good looking car, at least let the rims shine! I can understand that; it's like a woman with legs that are a bit short will feel and look much better with high heels on.
