Why do politicians argue values over facts?

You can't change peoples' minds when it comes to values, why do politicians argue the inarguable? It's like convincing atheists to believe in Buddha, and Christians to believe in Zeus. It won't usually happen even over their dead body. Why don't politicians just stick to facts and present upsides and downsides to their plans?
 
Some politicians have not values, some are too old for change and some just prefer to argue (it takes up time) rather than face facts.
 
Politics thrive on emotion. As soon as you present two sides to an argument, emotion is the deciding factor.
