Why do some vegetarians consider fish an animal, and others don't?

Like, why do some people who call theirself a vegetarian eat fish while others don't?
 
I do consider fish an animal and so do others it is just that fish don't have brains, they have brain stems, so some vegetarians don't care about fish. So some vegetarians eat fish but I am against eating any type of animals.
 
i don't know but I think its stupid. if you eat fish you should not be considered a vegetarian. fish is meat i don't even know why they get their own category in the first place, they have two eyes a mouth nostrils reproduce though sex they don't grow from the ground so they are meat.
