Why does Apple always do this? i.e. buy an 8GB itouch and its actual space is 7GB?

I just bought an itouch for 8GB and the actual space for it is 6.46 GB. It's not just Apple that does this but everyone else. Why do we pay for a full price item expecting that same full capacity for the item and receive something with significantly less space?

Well if you notice you have a bunch of apps as soon as you turn it on.Apps take up space too you know
 
My zune hd DID NOT have space taken on it. They added extra for the firmware and stuff ;) Apples communist
