Why does Daniel Striped Tiger's (from Mr. Rogers Neighborhood) clock tower not have

hands? One of my friends pointed out that the clock tower in the land of Make-Believe from Mr. Rogers Neighborhood (the one that Daniel Striped Tiger lives in) doesn't have clock hands. Does anyone know why?
 
its the land of make beleive, time has no meaning there because you can go anytime you want.
thats just a guess.
