Why does facebook keep saying this?Answer pls.?

When I add someone then click the 'add friend' button..A pop-out says "You are not permitted to do that"?Why does this keep poping out???And how do you do that??Also this, "This request can't be sent. Do you know this user personally? To prevent misuse of Facebook, this request can't be sent."...Again, how do you do that?And why does this happen too?sorry if theres too much questions..just answer??okay?heehee
(answer the follow up questions too?Okay? ^^)
