Why does it cost for cruise ships to go on piers?

I was wondering why does it cost for cruise ships to go on piers? In an example: a man or woman or family is late for the cruise on there dock visit. And say the ships is 30 feet away from the dock about to leave. Why does it cost if ships go back to the pier and pick up just one person? Okay wait I know that cruise ships won't come back for you. But why would it cost for a cruise ship to go back to the dock?
 
Even from 30 feet away, it would take a total of close to an hour to get in and get out again, with labour costs for pier crew and for tugs, which will cost $1,000s. Putting down and raising the gang plank, cost of fuel used, minimum wharfage charge, probably minimum 4 hours.
Get the idea?
