Why does Judaism discourage conversion?

answer: because one doesn't have to be Jewish to reach G-d/heaven/the world to come. So why take on 613 commandments and centuries of hatred, oppression, forced conversions, false claims, and massacres?

There is also a LOT to learn about Judaism. When someone feels called to convert, the rabbi working with the potential wants to be assured that the convert knows enough to function fully in the community and religion.
 
Just look at the riffraff that gets into Evangelical Christianity. (C'mon Xians, do you really like Fred Phelps being a part of your team?) The Jews saw that coming I'd say.
