Why does my 1 year old german shepard mix whine exessive?

She does it when she sees the cat or another dog out the window or children coming home from school. I don't know how to relay to her that this is not acceptable.

try taking it to the vet to make sure its not in pain

It's pent up energy. My Aussie does that when he's not getting enough exercise.

What is not acceptable is you blaming the dog for having behaviors that are in your control. A tired dog does not whine like that.

He may have seperation problems just work with him and drop down on attention thats all i can say

Because she is excited and wants to chase the cat and probably play with the children.

Take her for walks and let her get used to seeing other people, dogs, cats and whatever other animals are around, hopefully she will see they are not things to be chased and you will satisfy her curiousity.
