She does it when she sees the cat or another dog out the window or children coming home from school. I don't know how to relay to her that this is not acceptable.

Take her for walks and let her get used to seeing other people, dogs, cats and whatever other animals are around, hopefully she will see they are not things to be chased and you will satisfy her curiousity.
