When I start up my Beetle, It runs for a moment, then when i take my foot off the gas and give it gas again, it starts to have trouble keeping up, it starts back firing, and eventually stalls out.
However, the fuel IS getting through the fuel filter.

I've cleaned the spark plugs, replaced the distributor cap and router, and replaced the fuel filter and fuel line.

When could the problem be?

I would take the Carb off the car and take the carb horn ( top of carb ) off carefully and clean the bowl of the carb out.. Use carb cleaner.. Sounds like dirty carb with guck sitting in botton of bowl

Also, have you timed the car properly.. Did you set crank and cam to TDC and make sure rotor in Dist is pointing to number 1 cyl when you re-installed dist..

Try rotating distributor and check points .I know it sound dumb but make sure plug wires go to corresponding dist.cap locations.Misfiring and backfiring usually points to timing.Check for dirt on any inline fuel filters also. starting then clogging when gas pressure is applied is poss.problem.Use carb spray to clean carb or carbs depending if running is achieved. Also look for poss.sloppy gas pedal lincage to engine and kinks going thru firewall.Good luck and hope this helps
