why does my 2000 vw passat take 10-15 minutes for the cabin heat to get warm?

I recently purchased a 2000 VW Passat with only 42K miles on it. I had a number of hoses and leaks fixed mostly due to its age and low useage. This is the first winter and I'm noticing that other cars heat up in the cabin a lot quicker. I usually keep the heat down or off until about 10 minutes into my trip, otherwise the air is cold. Any thoughts?
 
it could be that your thermostat is stuck open. this would cause the problem you are experiencing
