Why does my dog always attack when he comes in from a walk?

My roomate and I just got dogs. I had my blue heeler about two weeks before he got his yellow lab. They didn't get along great at first but seemed to settle in after a few scrapes. Now, whenever I bring my dog in from a walk he goes right for the lab and won't stop until we get one of them outside. They can spend all night unattended but for some reason whenever he comes in it's on. He's not fixed yet, could that be a problem? If not, is there any training techniques that can work?
 
Did he use the bathroom out there? If so, he is showing off that he marked his territory and the lab didn't. It's perfectly normal!
