Why does my dog cry/whine when another dog barks at him?

I've noticed that when I am walking him and we pass by another dog that might bark he whines like if he is scared of him. But he still wants to go up to the dog and smell him and if the dog gets very aggressive and keeps barking then he will bark back.

I really don't understand if he is scared or what he is trying to say by his crying/whining.
 
Most likely he really really wants to greet the dog, and you aren't letting him. My dog will do this if we pass another without introduction. Mostly if it's a smaller dog. (He loves smaller collie types as they often will let him chase them at the dog park.) Often he'll be whining while pulling towards the other dog. (Generally he stops when I correct him.)
 
Its a sign of submission. He wants to please them and probably play.
 
he is probably a smaller dog, i'd guess. hes probably is just afraid or intimidated by the other dog. just remove him from the situation and allow him less contact with other dogs.
 
Your dog might be admitting to the the other dog that the other dog is superior to gain favor from the other dog (what we call kissing ass). It also might have something to do with his early days as a puppy. Need more info...
