Why does my dog keep barking and whining.?

If he's not in the same room as you he probably wants to go in to be with you.
If you are in the same room then he might want to go outside to relieve himself

It had to go potty, its bored n wants to go for a walk, it grats some birds outside, it wants attention, really it could b numerous things.

My neighbor has a dog like that he will bark after something has happen outside then about 10 Min's
the dog go outside and bark that dog bark late at things that happen outside
