why does my dog whine nonstop?

I have a pomeranian who's about 7 years old. He gets regular walks and goes in the back yard to run around all the time. We give him treats and his food and water bowl is always full. We give him bones to chew on so he has something to do so i don't know why he whines all the time. what can i do to get him to stop? Or does anyone think there is a specific reason why he keeps whining? thanks.
 
hmm he could be in pain he is alittle older maybe arthritis?? or maybe he is bound up from the raw hide bones someone actually told me too many raw hide bones can bound a dog up. he might have a tummy ache from it.
or he just wants alot of attention some dogs r just like that. i hope this helps
 
Dogs whine either because they want something or they're in pain. Although your guy seems to have everything, I would try giving him a bowl of fresh water.

On the pain side I wonder if a tooth could be hurting.
 
Three possibilities come to mind; one is wanting the company of another dog/s, another (even if he's neutered) is sex, the third is he may be too hot indoors or need more water. (if he's not drinking his water much it may taste odd to him).
