Why does my phone's USB transfer cord only charge in the computer ?

I have the LG Optimus S . Sometimes the USB works and transfers pictures. Like sometimes, i'll plug it in, and it says "enable USB phone storage , yes or no" but most of the time it just charges ! there is nothing under settings that says anything about USB stuff. i need help , because this is getting soo annoying. Thanks(: -Alyssa
