Why does one head lamp in Some bikes stay off during daytime?

Guys I saw some advertisements, movies and had a real life experience . where a man rides a motorcycle in which one head lamp stays off and the other stays on. I kind of like bikes but i don't know what's the deal behind this shit. Honestly it makes the bike look dysfunctional.
P.S - The bike i saw were all new.
 
well it depends on what kind of beam is chosen....but they both dont stay on at the same time
