Why doesn't Anderson Silva fight other elite UFC fighters?

How come his passed opponents are people that aren't that popular. I mean can't they give Anderson Silva a fight with Shogun Rua, Rashad Evans or Rampage Jackson? There's alot of better competition at 205 and since Anderson Silva is arguably the best pound for pound MMA fighter he should be taking on top dogs.
 
Anderson is a middleweight - after he has cleaned out the division completely by beating Sonnen and Belfort you will see his "super fights" against GSP, maybe Shogun etc.... He has even said he wants to go up to heavyweight as well.

You cant be called an elite fighter till you've cleaned out your own divison.
 
He fights at middleweight- 185, but has proven that he can hang with the 205'ers. He's cleaned out the entire middleweight dvision in the UFC. I truly believe that the only two opponents that will give him any sort of trouble are Chael Sonnen and Vitor Belfort. And it's not his competition's fault... he's just so good!
 
It might be involved with his weight division since there aren't a lot of top fighters in his division or it might be because he's just too good.
 
He pretty much "cleared out" the division. The former champ rich franklin he beat twice. he beat Dan henderson (but didnt want to fight him again). I guess the question is who is an elite middleweight?
 
According to Dana if Anderson Silva defeats Chael Sonnen and Vitor Belfort he will either fight GSP first then move to 205 or just move up to 205.
