Why doesn't my T-Mobile ToGo SimCard work in Italy?

I bought a T-Mobile ToGo SimCard when I last went to New York... When I came back to Italy I put it in my mobile phone and didn't worked...

Different frequency. Or you need to have activate it roaming plan.
