Why doesn't SF pick up a major player like Bay?

Their division is so weak and their pitching is in place so why not put some money out and try to get into the playoffs now. If they had a little more offense they might be able to close the gap in the west.
They're like 8 games out in a weak division so they are and could be in the race.
