why is bluetooth not standard in all laptops?

hello!
my sister bought an HP Dv5 two years ago and it had bluetooth.. i bought an HP Dv6 a couple of weeks ago and it doesn't have bluetooth. i really liked this computer and i didn't want anything else.. so, my question is... if my sisters laptop was bluetooth-enabled two years ago .. why are some laptops not bluetooth-enabled this year? i know there is some laptops with this feature.. but it's not all laptops. why is this?
 
Because someone in the marketing department decided that it wasn't a selling point for your particular model.

Follow the link below, and find your EXACT model number of your laptop (just Dv6 is not sufficient), and drill down until you find the listing for "Wireless Interface". There you should be able to find the module that you can buy and add on to your Dv6.

If you need help finding the right one, send me the full module number of that Pavilion Dv6 and I'll give you a link right to the suggested add-on part.

It looks like they are about $41.00 each.
 
The demand isn't high enough to justify including it. Some people prefer a "no-frills" device, so manufacturers seem to by default make bluetooth-free computers. It's like how wireless cards weren't (and to some extent, still aren't) standard in desktop computers a few years ago.
