Why is it that 1 grocery store has an item on sale and others don't?

If 1 grocery store was to have milk on sale and a competitor down the road does not,WHY?
I mean they both get the milk from the same distributor why does 1 sell it on sale and the other does not?
 
How do you know they are coming from the same distributor? Even if they are they may still be getting a different price. I buy supplies for my department. Depending on the amount of supplies I buy I can sometimes get a discounted price, or I've just happened to buy at a time when the price is lower so I can pass the savings on. They also may be willing to take less of a profit in order to get more product moved or they are trying to move another item that requires milk so they discount the milk.
 
To get you to buy your milk in their store, and it's been proven that if you are in there for milk, you'll buy other stuff to keep from making a trip to another store, so they get more money from you than just the milk. Trust me, they do tons of research and polls to learn how we shop. They know exactly what they are doing, down to a science.

maybe cause the store you first when to notice that the competitor getting more customers so put to on sale to bring some the customers in that store
