Why is my Bittorrent downloading so slowly?

I am not capped. There are 17,000 Seeders, so I don't understand why it's downloading at 17 kb/s..

Too many seeds after the same file.. the ratio is no good...
 
There could be many leechers, who are downloading the file.
The seeders could be uploading at a slow rate.
You could be downloading other files at the same time, reducing download speed.
