Why is my car overheating?

I have a 1998 Subaru Forester. It runs great except of the overheating. We replaced the thermostat twice in the past year.

The engine runs fine for about 20 minutes, then heats up when I stop/slow down bellow 40 mph. The radiator cap is NEVER hot, even if the engine overheats.

It also fluctuates when it does overheat, it goes up, then back to normal, then up, then back to normal, then higher then normal, then overheats horribly, then goes back to normal right away. Then it stays overheated. I shut it down, wait for 5 min, turn it back on, then the temp goes back to normal for about 5 min, then starts the process up again.

The antifreeze also smells like gasoline, but there are no other signs of a bad head, so we are looking for other problems BESIDES that please.

If anyone has an suggestion, or ways to see what is wrong that I can do myself, please help. I need my car, and I have no money whatsoever, so hopefully it is a cheap problem :/
