why is my ferret whining?

we got two ferrets and one is 9 months the one thats whining is 2 months and there play fighting and he tries to get away and hes crying and i cant stop them cause my dumbazz sister keeps on saying "go go go go" when ever i try to get them my sister just blocking the cage and shes like 15

we r just getting another cage for the baby till hes older cause he kepps pushin the baby of the high ledge
