Why is my truck bogging out/losing acceleration power?

My 1991 toyota pickup truck with the 2.4L 4 Cyl. manual trans. is bogging out when warmed up but if I flutter my foot on the gas pedal the power will come right back. I have new plugs wires distributor cap and rotor. I've bought gas at a few different stations so I know it's not that. I've tried fuel additives and it's not that. It only happens when it's warmed up and usually only at the end of 1st gear right before I shift at about 2500rpms and then into 2nd and 3rd grear but not 4th or fith probably because by then I have fluttered/ let up and re-pressed the gas pedel to make it stop bogging. it hardly ever happens to be truthful. Less than once every time I drive it. It also doesn't seem to have the upper rpm hrspwr increase it should. It seems to be weaker as the rpms go over 3500. I'm not thinking fuel pump or filter as it happens so rarely and at low rpms as well as high. I am however considering a throttle position sensor as fluttering the pedel makes the power return.
