Why is my vw jetta 2003 1.8 turbo overheating?

I took it to the vw dealership and they fixed a leaking coolant flange for a nice $520 and then overheated again in two days. I took it back and they wanted to charge me another $1200 to replace water pump,and timing belt and some other stuff. I was upset because they didn't fix is the first time and do not want to go back and let them fix it. The car has about 86,000 miles on it and I am not sure they even know what is wrong they mis diagnosed it once already. The car only overheats when I have been on the highway driving 65-70 for about 20-30 minutes not in city driving so do not think it is the thermostat, plus i have heat. Please help....
 
Your water pump is bad.

Pull the little hose off the coolant bottle. Take the cap off the bottle and stick the hose into the reservior. Start the car and rev it to 2000 rpm. Does coolant come out the hose? If not, the water pump is bad.

Coolant flange leaking is VERY common too.

VW uses a plastic impeller on their water pumps, these tend to separate from the shaft and lead to overheating. You really don't have a choice, its way past due for a timing belt, the water pump is supposed to be changed at the same time. The 1.8 T is an interference engine, that is if the timing belt breaks you bend valves, there are 5 valves per cylinder. Its also an all aluminum engine, it does not like to be overheated.
