why is the compression low on cyl.#3&#4 on my volvo 740?

i
've changed the timing belt and now the compression is #1- 175psi, #2-190psi,#3-90psi and #4-70 psi. So i'm guessing that i've misaligned one of the pulley upon installing the new belt. does that make sense that those two cylinders( #3 & 4 ) valves are still open upon the compression stroke, but the front two cyl's are closed?
