Why is VW Jetta '96 radiator light is always flashing?

I am not the first owner (only had it for two years) so I can't give a full history. But as long as I've had the car, the radiator light has always flashed. Okay, perhaps five times it flashed after a few minutes, but usually it's right from the start.

It's not overheating (the gauge works, and it flashes even when cold)
It's not the thermostat (had it replaced)
It has plenty of coolant/anti-freeze
not the fan belt (fan works and I had the belt replaced... strangely it was rubbing against the alternator belt and they both wore out from that, but that's been fixed)

The car seems to be running fine anyway, but I guess I just find it more disconcerting than anything else. I love this car and don't want to see an untimely demise.

Why is it flashing at me, and can I get it to stop? Lol, thought of putting electrical tape over it, but I don't think that really works!
