Why My AT&T Yahoo High Speed Internet went slower during my internet upgrade?

I subscribed 768kbps connection and then i went online and upgraded my internet to 1.5 mb connection about 3 days ago ( February, 18 2009). then the second day i saw a internet change to 384kbps download and 384kbps upload is this normal of the upgrade? Please Help Me!!!!!
