why there is not any steps to control population in India? there is 18%

growth of population for last 10 years? I think Indian government is sleeping over most important issues like rapid growth of population. They claim that population has slowed growth but is since it reached 1 billion mark in 2000 it has grown 1.18 billion for last 10 years. (18%) which is more alarming situation if sooner not any steps are taken. I think in future India would not be a place to live as it is already overpopulated. We may complain about food shortages ad rising prices but no one is bothered about population growth which undermine annual and national growth. As I see our politicians only care about seat and power and nothing about daily problem faced by common people like shortages of resources due to increasing population. I think if we follow Chinese model like one Child per couple still not enough steps. We must go beyond that point.
1) Minimum age for marriage for men to be increased from 21 to 25 and women 18 to 21.
2) If couple chose to have 2nd child they must be taxed. and for 3rd child stern action to be taken (taking away voting right and citizen ship).
3) Special privilege fro parents who have only one girl child and they must be given pension and retirement wages.

If government follow above steps we can control population. For that we must have authoritarian rule.
