Why will my Alt + 3 not make a heart?

I can make a ¼ but not a heart with Alt + 3 O_o
The Fn key doesn't do anything, and I use the num pad when it is on, I am not an idiot...
 
If you are on a laptop, use the NUMERIC keypad, not the number three key above the W and E. If you are on a laptop, hold the Fn and Alt keys then press the number 3 on the L key (or whatever).
 
Instead of doing Alt+3, try doing this: < 3. Don't leave a space, though: <3 l
