Why won't LG LW40 Express laptop boot from anything?

Hi, I have an LG LW40 Express laptop and the hard drive broke so i bought a new one and now I can't boot from a cd to install Windows. I have set the boot order in the bios and the dvd burner works. I have tried an external burner and it won't work either. The laptop will display the LG logo, the screen will go black and it will restart. Does anyone know how to fix this.
