Why won't my 1992 Volkswagen Jetta start?

I have replaced the battery, and the starter... It has plenty of gas... When you turn the key, you can hear the battery, and then there is sort of a 'click' and nothing happens... Won't turn over. Any suggestions?
Harley, are you suggesting I change the Starter again?
