Why wont my 2nd Gen Itouch not charge?????

About a week ago my Itouch's wall charger (third-party) broke and I got a new one from GameStop which is a USB charger. I plugged it into my computer, various wall outlets, and back into my computer, but it wont charge it what so ever. We also tried a regular Ipod and the USB cord didn't charge it either. The funny things is, is that it will kick-start both Ipods but wont charge them! What could be wrong??!!?!? PLZ HELP!
