Why won't my fish sticks cook in a toaster oven? Help?

We are trying to cook uncooked fish strips (that came battered) in the toaster oven. The directions said to cook in an oven at 350 for 15-20 mins. It's been in there for 45 minutes, nothings wrong with the oven and it's at 400. The batter is cooked fully, yet the inside of the fish looks raw still.. like light brown and a little mushy. The strips are made of haddock, cod and polluck. Whats going wrong?! How to know when it's done for this mix of fish ugh..
Lol quite intelligent answers so far. I'm actually fine at cooking, but only currently am allowed a toaster oven, not a full oven. Never had a problem like this before. Shh.
 
Instructions for conventional oven mean a full range in kitchen. The rate of heat within a toaster oven is somewhat different, and the pitch/height of the fish within the oven may be letting it cook uneven. The fish also needs to be at room temperature when you dip/cook it. Honestly it could jut be that the toaster oven is in poor condition to radiate heat evenly. Try wrapped in foil to keep the moisture in for the first half of cooking then let the crust brown the later portion.
 
Maybe the oven is too high. When it is too high, the top burns and the inside stays raw. Maybe try turning it down to 350? Stick a meat thermometer in the middle of one of the fish sticks. The internal temperature should be at least 145*F. If they are 145*F or higher, they are cooked. If they are under 145*F, turn the oven temperature down to 350 and cook them longer.
 
They should be well and truly overcooked, and rather dry even if they have been added frozen after that period of time.
The insides shouldn't look brown but nice and white. If they are hot and still mushy, they could have been frozen/thawed/frozen and cooked. Many types of fish will go to mush if that happens

I strongly suspect there is something wrong with the toaster oven, otherwise.
