Why won't my Motorola Droid 4 charge properly?

I have a Motorola Droid 4 that has charged normally, for the most part, up until a few days ago.

While the phone is plugged in (whether into a wall outlet, a computer, a car charger, or a portable battery pack makes no difference), the percentage the battery is charged will either stay the same for hours at a time (say, 20 percent), or will actually DECREASE (for example, it may go from being 20 percent charged to 15 percent charged).

I was using off-brand micro-USB chargers on the phone, but they worked fine up until a couple days ago. I tried using the original cable that came with the phone, and still no luck. Sometimes the phone will inexplicably just start charging again, but then it will stop at a certain percentage (I don't think I've seen it go past 60 percent in the last couple days) then the percentage will start decreasing again. A few times, the phone has actually shut off WHILE PLUGGED IN AND WHILE IT SAYS IT'S CHARGING, because the battery has become depleted.

Since I got the phone, this has happened on a few isolated occasions. But usually the problem would just go away and I assumed it was a fluke, some glitch in the android software or something. But even restarting my phone doesn't help now. When I restart it the same thing just keeps happening.

Is there a way to fix this?
