Why won't my Motorola phone receive pictures?

My phone is a Motorola XPRT and it keeps saying 'message receipt failed' whenever I try to receive a picture I have tried to restart my phone and I am in a coverage area

check settings under messages and see if MMS is disabled. if so, turn it on, and also check that "picture messaging" is on
