Why won't my successfully downloaded uTorrent torrents seed?

I used to get great upload speed, could it have something to do with the fact I just moved to Australia? Is my ISP preventing me from uploading? I could download just fine.
 
You could only seed when someone on the other end is downloading , you cannot seed just as it is !!
 
You need to keep up with the News on Torrents and Pirating, you need to check whats going on in Australia,
