Why would a dog stare at you and whine?

I'm taking care of a friends dog this weekend. He's normally a needy, whiny dog for attention anyway but today it's horrible, he's staring at me whining. (He's not in pain or anything, he just wants something).

I have done EVERYTHING I could think of! I've been petting him all day, fed him, gave him treats, I even walked him 4 times.

What else could it be?
I've taken care of him multiple times before for this long and he's never been like this :/
 
Has he eaten? Is his water fresh and in a clean bowl? Maybe something is wrong with the food or water? Please check.

Otherwise, i think this dog learned long ago that staring and whining gets it MORE AND MORE ATTENTION from the owner. The dog is telling you, "MORE, please!" See if you can distract the dog with a game of fetch, or teach it a new trick (see the Kikopup videos at YouTube for ideas) so it can *EARN* treats and attention.
