I am doing total body workouts consisting of complex exercises 3x a week (bench, deadlifts, squats, dips, chins, etc,.). Will I lose any fat and also gain some muscle? I'd obviously like to do both (who wouldn't) but I know that that's usually impossible. I'm really unhappy with the fat on my lower abs, sides, and some on my chest. See pictures:

I'd appreciate any advice you have for me. What do you think I can accomplish in 3 weeks? I've got a date then and would like to look good :)

it has to be at a high intensity if you want to lose fat. you should try circuit training which is doing light weights for as many reps as you can do in a certain amount of time like 30 secs. also don't just focus on bench and other regular lifts. try changing it up or do what is called muscle confusion. muscle confusion will yield the best results.you should definitely get in some cardio also like doing sprints in 30 sec. intervals.good luck with your date!

it can help, but even if you build muscle you will have some fat around it, aerobics are important, try to sweat when you work out and keep your heartrate up, its also important to eat a balanced diet, btw you arnt really that fat so you should see results sooner than later if you keep to it

Yes you will lose weight and build muscle both. How much depends on several things; Genetics, diet, how faithful you are with your train. Also how intense your training is. I would look beyond three weeks and more like 90 days. You will see a much bigger difference and be happier.
