Will my butt and thighs get toned if i workout on the upright bike?

I do it 20-30min per/weekdays. It's been three weeks now, but i don't see any changes =C

Hang in there it will work but you gotta ride against some resistance. Ride on the "hill" feature if availbale.
 
Three weeks? It'll take alot more than that I'm afraid.
Try three months.. sometimes more
For your butt and thighs, exercises like squats are really effective. They're probably the best exercise of all for your 'glutes'. I'd recommend 3 sets of 20 squats several times a week.
 
Riding on the bike should get you to lose weight but it's not necessarily going to come from your legs. What will happen is your legs will get a little bit of muscle that will show up nicely when you have lost a bit of overall weight.
