Will Perrin Headers on an 05 Subaru Sti make the exhaust louder?

I want to make my car louder but the same time add more power. With the money i have available, i can either get Perrin headers for 500 or a catback Turbo XS exhaust for 350. I want a loud car but the same time a more powerful one. will the headers increase the sound of the exhaust with that stock exhaust system? What would you do? Thanks!
